the Brazilian Case Through the Inova Empresa Plan

Abstract

The aim of this paper is analyse the “Inova Empresa” Plan like Mission Oriented Policy. For this, it was used Content Analysis in all “Inova Empresa” notices. It was created cathegories based in theorical background presented. The results present that “Inova Empresa” was a huge Brazilian industrial policy effort with pionnering ways of financing innovation through the Business Plan analysis. But they were not built over mission objectives that could change the Brazilian economy neither had the aim to do structural changes. The Inova Empresa was just one more systemic Brazilian industrial policy effort not fitting perfectly into the Mission Oriented Policy framework
