Plataformas digitais cooperativas na perspectiva das organizações públicas

Resumo

As inovações em tecnologias da informação e comunicação (TIC) têm impulsionado uma nova e intensa transformação digital, situação que envolve, inclusive, organizações públicas. Este estudo utiliza preceitos teóricos da economia de plataforma, das cooperativas de plataforma e do empreendedorismo institucional para analisar o empreendedorismo institucional das organizações públicas através da promoção de plataformas cooperativas de serviço. Portanto, este artigo tem como objetivo compreender como as organizações públicas podem promover o processo empreendedor por meio de plataformas cooperativas no Brasil. A pesquisa utilizou procedimentos exploratórios de pesquisa qualitativa, sob o método de estudo de caso, para compreender a dinâmica do empreendedorismo institucional que promove cooperativas de plataforma. Como principais achados, foram constatadas evidências de uma estratégia de empreendedorismo institucional por parte de um município através de incubação de empreendimentos baseados no cooperativismo de plataformas. Os achados sugerem mudanças no regime institucional das plataformas digitais, que passam de uma orientação estritamente capitalista para uma orientação cooperativa, caracterizada pela propriedade coletiva sobre recursos, dados, estruturas de trabalho e autogovernança. Os resultados demonstram que organizações públicas participam de algumas fases do processo empreendedor promovendo o cooperativismo de plataformas. Este estudo contribui para a compreensão de como as organizações públicas podem promover o trabalho por meio de plataformas digitais, em especial o microempreendedorismo individual, diminuindo-se, consequentemente, o trabalho informal.

Alexandre Borba da Silveira, Universidade Federal do Paraná

Alexandre Silveira é bolsista PosDoc na UFPR(2023), Ph.D. em Administração de Empresas pela Unisinos(2020), pesquisador visitante na Southern Denmark University (2019) no Departamento de Consumo e Marketing. Professor de Marketing Digital, Marketing, Estratégia de Empreendedorismo no IFRS, FGHC e Unilasalle. Atuais interesses de pesquisa em marketing digital, comportamento do consumidor, cooperação e coopetição com foco no consumo e plataformas digitais através de métodos de pesquisa qualitativa, incluindo entrevistas, etnografia e netnografia.
